Thomas Williams

Mr. Thomas Williams is the Wyoming Retirement System's Executive Director. He works directly with the Wyoming Retirement System Board as the Board's secretary, and he is responsible for managing the staff and the day-to-day operations of the WRS.

Mr. Williams has been with WRS since August 2008 and brings with him more than 30 years of retirement industry experience.

Williams is originally from Virginia and attended Johnson C. Smith University where he majored in Economics. He went on to earn a law degree from Rutgers University. He learned about the retirement industry and earned a reputation as a trailblazer in the New York area before transferring to Denver with TIAA-CREF, the world’s largest private pension manager. In 2001, Williams made a departure from the retirement field to explore real estate and the securities industry.

Williams returned to the defined benefit industry as Executive Director of the Wyoming Retirement System.

“WRS is a well funded program with generous benefits for its members,” he says. “A talented, dedicated staff has helped the program meet its primary obligation of providing secure benefits for over 18,000 retirees.”

During his first months at WRS, Williams was assessing the current services, technology and organizational structure within the agency. Providing the system with the correct people, resources and training is key to achieving WRS goals.

While Williams has been impressed by WRS so far, he is not content to keep things at the current level. He has already started conversations with staff, legislators and executive level representatives to improve services to members. “WRS has a strong foundation on which to build,” Williams says. “We will continue to deliver services and will work to improve until we are perceived as delivering the most valuable agency experience in the state of Wyoming.”
